Abstract
Governments across Canada are working to maintain, improve and expand public infrastructure facilities such as roads, bridges, highways and transit systems, and many are doing so with restricted financial and human resources. To allocate funds strategically, ensure time and cost certainty and incorporate expertise from the private sector, many governments are pursuing public-private partnerships to develop, deliver and maintain public infrastructure.
A public-private partnership is an agreement between a public sector agency and a private sector entity for the provision of public infrastructure or services in which many of the associated risks are assumed by the private sector. It typically involves a combination of the following: design, construction, financing, operation, maintenance and rehabilitation.
The objective of this project is to prepare a synthesis of practices for implementing public-private partnerships in transportation related projects, with a focus on roads/highways. The project goal is to document experiences and lessons learned in conducting P3s in transportation related projects. The synthesis will assist owners with the decision-making process and the development of a suitable arrangement for using P3s for these types of projects. It will provide a review of the key components of P3s, outlining the key steps to initiating, developing and implementing transportation related projects as P3s.
